Shopify shipping platform is terrible and that's being kind. What Shopify doesn't tell you is if you use a 3rd party shipping app, then your products DON'T get pulled automatically from Shopify to Google Shopping which is large reason I give Shopify a 2 out of 5 star rating. I found a great 3rd party shipping app, one that actually knows how to calculate shipping, but Google is limiting our exposure due to not recognizing that we have shipping set up with another app. Interested to find out if others in the Shopify community have run into the same issue?

Everyone using 3rd party shipping platforms, can not submit shipping details to Google Merchant Center automatically. However, submitting products, should not be an issue, not sure if that was an typo.
The only solution you have is to go to Google Merchant Center and manually setup the shipping rates.

Yes thank you I did look into manually setting up shipping rates in Google Merchant Center but the options there were as basic as if I used Shopify's shipping platform so unfortunately not a good route to go. Shipping is so complex as not all items ship in same box, some items heavy & low cost, heavy & high cost, some items lightweight & low cost, and the list goes on so that's what's so frustrating is Shopify does a poor job on their shipping platform so really forces one to use a 3rd party shipping app and then find out oh yes your products pull over automatically but you'll have limited viewing thru Google which is a big penalty. Currently working with using a combination of 2 apps (1 does an excellent job understanding shipping and other is supposed to pull that shipping information over automatically to Google) so will update here if that works. Thanks also on where to send complaints and would do so if I felt it would get any traction but Shopify knows of this shipping problem and should have a team of qualified engineers already working on a fix and would do so if they cared about their store owners using the Shopify platform.
I think it's like with anything with big businesses, if there is only a minority of users that require specific settings, functions, etc, they will not implement it. If enough people complain, and it affects a lot of users, they will do the effort. That is always the case with big business.
That's why sometimes, using a young, small business / service, gives you better support, compared to big ones. Just my 2 cents.
