Website frozen and payment processing

we have been facing the issue of payment processing since the past few days. we already have a shopify wesite and earlier the payout was done successfully but now it suddenly is processing. we got to know that the credit card we were using received a message from the bank to accept but we did not accept that. but now we tried making the payment using a different credit card which is an indian visa card and the international transactions are enabled and one of the payment for 17000 rupees was processed but now still a 400 rupees payment is processing and it has been two days. The payment is not being processed. Please guide us in what we can do?
