What could be causing my payout issue?

The name on the payout is different, which should be under my name, i've check the information on my payout bank everything is correct, it's also confusing that the account number on the transaction has the same last 8 digit number, "no two banks or account holders can have the same account number". I'm using a payoneer receiving account for my payout bank, I've submitted all necessary documents to verify on my payoneer but it keep declining due to the name on the payout transaction is different. i don't know who i need to contact, is it shopify or payoneer i've contacted payoneer but no response yet, what should i do? can someone help me.

I understand you are having issues with your store's payout. 

Unfortunately, while Payoneer accounts are supported by Shopify Payments, we aren't able to to troubleshoot any issues. We can only see on our end that the payment has been sent, not any potential issues or rejections.
