if i cancel an order where the payment was set to manual and never captured. does the payment goes back to the customer cc?

If you've set your payment capture method as manual, and a customer's payment was never captured on your end, this means that the funds were never actually taken from the customer's credit card. In this case, a customer won't see a refund in their account as they were never charged for their order in the first place.
For more context, when a customer places an order on a store which has enabled manual payment capture, the customer's credit card is authorized for the amount of the order, but the funds are not captured until you manually confirm it. Depending on the customer's bank account, this would typically show up on their end and labelled as a Pending charge. If you cancel the order before capturing the payment, the authorization will be voided, and the customer will not see any charge from your store on their credit card statement.
