What is the correct process for full and partial refunds?

Basically Shopify got 2 type of refund which is:

1. Fully refund
2. Partial refund

I got 2 thinking about this 2 type:

• Fully refund:
  1. Return all the item buyer buy to the customer and get their money back or
  2. Return all the item to the customer and exchange with other item?
• Partial refund:
  1. Return half of the item to the customer and get money for the return item or
  2. Return half of the item and exchange with other item?

Which one is correct process of the refund? Hopefully anyone can help me. Thanks!

If buyer refund, there could be the case buyer bear the shipping cost and could be the other way around? and for partial refund, seller also can give option to exchange instead of refund right, cause all of the process are based on the policy created by seller.
