Seriously, what is this?
There is absolutely nothing my developer can do about this and nor me in my store.
I am going to need someone to actually do something from Shopify's end. Notice the greyed out button. It says that my developer needs to add additional information but...he cannot do anything.
If you mean complete the account set up option, then I can help you out but do you have the needed requirement for getting the payment method activated?

I can definitely appreciate how frustrating this is! Can you elaborate on what user account took the screenshot? The registered Account Owner would be the only user that would have access to complete the account setup. Thus, if the developer is logged in under a staff account, or collaborator account, they would not have access to complete the payment set up on your behalf.
This feature was developed as a way to maintain the security of your payouts, and bank account. While it's important to assume positive intent when granting financial access to employees or developers, it's important to err on the side of caution when it comes to financials. Therefore, only the Account Owner can adjust your Shopify Payments settings.
