when I change the packet, the botton of "buy shipping label" will be disable

hello everyone, I have 2 types of packages for my products and one of them in default. so I need to chang it depends on the product. on the page create shipping label, when I change the type of package, the botton of buy shipping label will be disable. it canot find the shipping career. please tell mi  how can I solve it.thanks
