Why am I overcharged for my basic plan purchase?

I have recently purchased a basic plan from shopify at discounted price of Rs. 23, however they have deducted Rs. 1500 from my account

I can't be certain without looking at your billing, but it sounds like you may have selected the annual billing cycle for the Shopify Basic plan. The cost for Shopify Basic on an annual billing cycle is around 1,499 INR per year at the moment so it's possible you accidentally selected this.
