Accepting credit cards, warehouses, and shipping and fulfilling orders
Hello, I get the following error when trying to purchase an item and check out. I have set my shipping zones and rates correctly as far as I can tell and I get the following:

Shipping settings are extremely sensitive and can easily be broken if a setting is off. The most common issue, however, is a gap in your rates.
A gap in your rates is when you use price or weight based shipping rates and there is a gap in your rates that does not have any rates assigned. For example if you're using price based shipping and have one rate for orders between 0-$10, and then the next rate is $11-20, there's a gap between $10 and $11. This means any order that is $10 and any number of cents won't have a rate applied.
I recommend checking this potential solution first. If the issue persists, please let me know and we can go over other potential issues. Additionally, make sure to check out our Shipping Rates help guide.
There is still something odd going on but one question at a time for now. I’ve assigned the following shipping rate for orders. However it seems to apply that rate for every item. For instance, I set my shipping profile to charge $8.95 for orders under $50. However if I check out two products that totals the order to be under $50, it charges the $8.95 twice. In other words, it charges that shipping rate for the items not the order

It seems like it is combining the rates for products in different shipping profiles.
Ensure that all your products are available in the same shipping profile.

Unfortunately, your image did not upload. As you're having a combined shipping rate populate, it definitely sounds that you have multiple shipping profiles set up.
This is expected behavior, as Shipping Profiles create separate rates that are combined at checkout. If you have two products that are from two different profiles that are both under $50 it will combine the rate for under $50. The two products would have to be over $50 themselves to trigger both of the free shipping rates you have set up.

It seems you are experiencing issues with international shipping rates to Australia.
Here are a few suggestions to analyze the issue:
1. Verify if you are receiving rates for domestic shipments within the USA.
2. Ensure that you have added the product weight.
3. Try adding a few weight-based flat rates in the international shipping profile as well. This is just to rule out any other configuration issues.
4. It's now evident that the issue lies with the carrier-calculated rates.
5. I noticed you have selected DHL Express & USPS. It appears that DHL Express is supported by Shopify Shipping only for the USA continent. This leaves only USPS as an option.
6. Visit the USPS website and check whether the from and to addresses you are trying to get rates for are serviceable under USPS.
7. If yes, then you have no other option but to contact Shopify Support to investigate what went wrong.
8. Alternatively, you can use apps like the Multi-Carrier Shipping Label app. In this case, PluginHive Support will be able to assist with why the carrier-calculated rates are not showing up. Often, the reason can be complex and may require expert assistance.
Note that to use an app, you need CCS enabled and your own shipping account with the carrier.
