Why am I still charged for shipping on orders above GBP 300?

Hi - I have a questions regarding the shipping zones and would like to get your advise. 

I have added the shipping rates for Japan, Singapore and Hong Kong, per the attached photo. Any order above GBP301 will be free of charge, and GBP30 for anything below that. 

But when I tried to order, the total is above 300, but I'm still getting the shipping charge of 30, per attached photo. 

Any idea where I did that wrongly?

Hi,

By any chance is any of following true -
1. Products added in cart are from different Shipping Profiles.
2. Products added in the cart are from different origin location.
