Why are local pick up confirmation emails not being sent correctly?

I've got two issues that I now assume are directly related and a quick fix, but I can't figure it out. 

 

1. Local Pickup orders are being imported into ShipStation as shipping orders. They use the billing address as the shipping address. I believed this to be a ShipStation issue until today. 

 

2. Orders placed as local pick up are not receiving the correct confirmation email. A customer brought it to my attention so I ran a test order. The 'your order has been placed' email reflects that it is a local pick up. When I fulfilled the order, I was sent a shipping confirmation email and not the local pick up with the necessary information. 

 

What settings do i need to change?
