Why are my online payments on hold since October 2022?

I have desperately tried to contact customer services both through web chat and phone call, created tickets for both.  The customer services always come back and say that they are not open yet as they open at 9am is US time. Its been nearly a month now on these ticket numbers;

 

I have amended the account as was required by your email dated 19th and 26th October 2022.

I have also sent 2 emails direct to legal@legal-mailer.shopify.com

I need to urgently know whether i can proceed on selling my services / products online as I want to  develop my offerings online.
