Why aren't my preset delivery rates showing on mobile devices?

Hi, 

I am inquiring regarding my delivery rates for local delivery. When using shopify on my laptop and I set up a draft order manually and I input the customers delivery address it will automatically pull up the rates for that zip codes delivery zone. Whenever we set up the same draft order in the app on our Ipad or Iphone it does not pull the set delivery rates we have in the system. We have to manually add the shipping rate even though they are preset. Any assistance would be so helpful to fix this issue!
