Why aren't my updated shipping rates reflecting at checkout?

Hi, I've tried every single way but no matter how I change the shipping rates, when I go to checkout they still appear as the old shipping rates.

I've tried deleting every profiles

making new ones

deleting my history and cache...

Please fix!
