Why can't customers choose a non-US shipping address at checkout?

In checkout the customer can't choose " shipping address "other than united state , Although in set up I choose rest of the world . 

Please Advice

Hi @getonefit,

It could be that you haven't activated the Internation Market. Please check to see if you have enabled the international market yet:

• From your Shopify admin, go to Settings > Markets.
• Click on Manage next to the International section

• Click on Activate button

To edit the countries or regions within an existing market, follow this guide.
