Why can't I add my bank account details to Shopify Payments?

I'm having trouble adding my bank account to Shopify Payments. When I click "add account", it has me put in my business info (business details, personal details, product details). Then I click "submit for verification" and then it says "customers can now pay using Shopify Payments".

It never lets me put in my banking info to receive payouts.
