Why can't I find the purchase shipping label button on my computer?

I cant purchase shopping shipping labels on a computer/laptop, only on my phone. I’ve tried Google Crome and Microsoft Edge browsers. There is no “purchase shipping label” button anywhere on my screen. I’ve updated browser, cleared cache and cookies and refreshed the page multiple times. I’ve also spoken to Shopify multiple times about the issue with no resolution. Has anyone had this issue and managed to fix it? Would really appreciate some help. Thank you.
