Why can't I increase my free shipping minimum to $200?

I have two warehouses. The first warehouse is in the US, and the one in Canada. I am trying to increase the free shipping from min $100 to min $200 to get free shipping. I keep getting an error on why I can't do that. I DON'T GET IT!
I have read everything that Shopify sends me to read. It is not making any sense. I am losing money on the shipping.
