Why can't I issue a refund on Authorize.net?

Please help. Unable to issue refund. Gateway is Authorize.net. Information from the gateway is below:

Action void Response code 3 Response reason code 16 Response reason text The transaction cannot be found Avs result code P Transaction 0 Test request 0 Full response code E00027

Authorize.net has a breakdown of the error code E00027 here that I recommend checking out. This will provide insight as to why the order cannot be processed.
