Why can't I purchase a new theme with my linked visa card?

Can someone inform me as to why I can't purchase a theme? I was able to buy a theme with the same visa card I have linked to my shopify account and it's been taking money off of that said card on a monthly basis due to subscription as well. It doesn't make sense as to why I can't buy a new theme

Consider sending a quick email to Shopify's Merchant support. They should assist you with the issue!
