Why can't I set shipping locations outside of US and Germany on Shopify?

When I press the order button, the only shipping location is Germany or US, depending on which currency I set.

EG, with EUR as currency:

And here are the shipping settings I made to sell in Romania and World Wide.

I followed many tutorials on Internet, no one works. Shopify is definitely bugged.
