Why can't items in my cart be shipped to my entered address?

I have tried this it feels like 100 times but every time I turn test mode on and try to place a test order. It says this "Some items in your cart can’t be shipped to the address you entered. Review your address to ensure that all fields have been entered correctly and try again" I dont understand what I have to do to make my website work? So frustrating, please anything helps Ill try whatever!
