Why do only USPS priority mail express rates appear on my test orders?

I have 2 shipping carries set up to do calculated rates.  (creating my own shipping rates is something I don't want to do in case of losing money on shipping or over pricing shipping)

The weights are on all of my products as well.

The issue I am having is anytime I do a test order/order using a gift card given to myself 

the only shipping option that comes up is USPS priority mail express 1-2 days shipping 

which that is the highest rate.

I also have normal priority mail, UPS ground, & UPS standard which may have better options on shipping for farther States.

Also if the customer orders multiple products it only calculates the shipping as 1 product (need help on this as well)

I want my customers to have 4 different calculated shipping rates to choose from.. Only USPS priority mail express 1-2 days is working on my products

Could this be because of my shipping from address? It is not a PO box? What other factors could cause this issue to happen? I am on a basic shopify plan as well but from what I see that shouldn't affect this issue.

Any help would be appreciated. I can also send screenshots if needed to further understand the situation.
