Why do some users see Shop Pay while others see PayPal?

Hi, we have recently noticed that on our products pages some users see the blue 'shoppay' button while other show the yellow 'paypal' button. These are on identicale machines using the operating system and the same browser where they all previously they would have all shown just the paypal option. Either version has the 'more payment options' link below which gives the ability to select shoppay, paypal or google pay. 

Is there a reason some shoppers see one while others see another?

nb. If you use a mobile phone this seems to Apple pay on an iphone and googlepay on an google phone, so it mainly affects desktop users.  This seems to be the case with Apple desktop/laptops as well as windows and across all browsers,
