Why does a shipping error persist on my Supply Theme?

I need help...I do not understand why this error message keeps popping up when I am trying to do a test order (stating that we do not offer shipping to PA). I have been messing around with my shipping settings for over an hour. What am I missing? My password for www.summersouljewelry.com is Ssoul15!
