Why does adding discounts trigger a check out error?

When Discounts are added in the check out process, started receiving error “There was an issue processing your payment. Try again or use a different payment method.”  Discounts are wide open for everyone, and deleted recreated a discount, but didn't help.  Using Internal Billing payment method.
