Why does Apple Pay often fail to process payments?

When choosing Apple pay payment, not everyone, but often the payment does not go through. But if you pay for Apple pay from the basket, then the payment goes through. What is the problem?
Stripe is a payment provider.

This message appears if Apple Pay is only from the cart.

Please note the shipping information. The first image failed. The second image (in the settings of the Apple Pay phone, I changed the address to USA) and the Apple pay payment went through.

SSL active. Changed theme. Tried. Apple Pay doesn't work on these page. The problem remains.

Perhaps something is not filled in correctly in my delivery settings?
