Why does manual order entry error persist on payment?

I keep getting the following error when entering a manual order:  

To save this draft order, 1 change needs to be made:
Your payment couldn’t be processed because your order total has changed. Check your order total and try again.

 

It won't create the draft order to an order - keeps it as a draft with the error mentioned above.  Not using a discount code, just want to send a PR package to someone.

This is an accepted solution.

I went back in the draft order and tried one more time to convert it to an order and it worked.  I never sent the ticket in to the help center as suggested from the Shopify staff.

Sounds good.  I found that if I made all the needed changes, then pressed Update Draft prior to attempting to make an order, that helped.
