Why does 'Shipping not available' appear for some US orders?

Why does 'Shipping not available' appear for some US orders?

I'm shipping products all over the US and some orders are going through and others are getting this message:

Shipping not available for the selected address.
 
However, the weight and packaging are set equally for all.  There is not one unifying problem we can identify.   Does anyone have a fix?

Actually, I see there are 2 problems here - 

 

1. You have selected an incorrect address.

2. The carrier will not ship to that location.

I do not understand this message. This is disjointed and confusing. I
believe someone is replying to my message on the forum by stating:

1. You have selected an incorrect address.

- The correct address was put in. When the customer orders more than $40
it will not receive the error message.

2. The carrier will not ship to that location.

- The carrier does ship to this location.

1. The correct address was put in, several times by several different customers. They do know their addresses. The problem was, we applied a free shipping discount for those purchasing over $40 the system did not default to allowing orders under $40 to be processed.  So anyone ordering under $40 received the message: Shipping not available for the selected address.  If the same ppl put in orders over $40 the order was processed. 

 

2. The carrier does ship to that address. This is the USPS service and many customers (most ppl in the US) receive their mail via USPS.

 

The fix was, going into the Shipping Zones and individually inputting USA, CAN, AUS, then having to apply 2 different 'conditions' for the USA: one for free shipping over $40 purchases and one for $0.00-$39.99 do not have free shipping.  

 

It took hours to figure this out and unfortunately Shopify support is not easily accessible.  I'm guessing I lost several orders due to this problem.  I would recommend Shopify make solving problems like this easier.
