Why i cant find Shop Pay on my site?

Im fairly new on Shopify and i cant add Shop Pay to the payment processing - my site is Blackshairproducts.com. I don't intend to have 3rd party payments. i can only see these options on my payments options - see below.

I also tried to see if I can process a payment on my site though i have not picked any other third-party options  but i keep getting a message "Payments can’t be processed right now because of a technical issue. Try again in a few minutes".

Sorry to hear you've been having issues processing payments on your store. When you say "Shop Pay", are you referring to Shopify Payments? Or Shop Pay specifically? Regardless, from the screenshot you sent, it looks like you're not eligible to use Shopify Payments at this time. If you are not seeing the option in the Payments section of your admin, this means you are not eligible. 

I recommend reading through our Shopify Payments eligibility requirements list in our Help Center. If you believe you meet these requirements, and are not aware of any reason why Shopify Payments is not available to you, the next step is to reach out to our Support team directly to find out more. We're not able to provide account-specific support via the Community at this time, so this is the best next step in this case!

However, if you are not eligible, or have lost eligibility previously, then our Support team will not be able to assist with activating Shopify Payments. If this is the case, you'll need to look into other payment options, such as activating PayPal, or other third party payment gateways that are available based on your region.
