Why is free shipping not showing up during checkout?

I've been running a store but haven't gotten any sales, did some poking around and found out that when you go to checkout the shipping cost is $4.90 instead of the free shipping that I advertise, but this changes to free shipping after you fill out the information and choose what shipping you want. I only have free shipping rates in settings, I've tried going into the language setting of the theme to change it, but nothing works and it still displays shipping cost as $4.90 until you complete checkout. Anybody know why it's doing this?
