Why is my free shipping rate not applying for orders over $150?

I had created a shipping rate to include free shipping on orders over $150 but while i was doing a test order with a total amount of $170, a shipping rate will still show up even thoe I created the shipping rate to be free for orders over $150. How can i fix this to be free shipping?
