Why is my PayPal payment on hold and should I fulfill the order?

If a paypal payment is showing as "on hold", does that mean I should fulfill the order anyway, and I will get the money when the product is delivered?

Paypal can hold the payment for a number of reasons; however, the most common one is that the customers funds need to be verified before they can be transferred to you. Paypal should give you some type of notice within your admin on why the hold is there, but should also show you when the hold is released. It would be best to avoid fulfilling an order until the hold is removed, and the funds are paid out to you. Doing so will ensure that you're not losing your product should the payment not clear.

Paypal is asking me for a shipping tracking information. How can I get this hold remove from paypal?

You will need to speak with Paypal as only they can provide further support on removing the hold.

and if it says that i will get the money when it is delivered? how does paypal know? if i don't have tracking

I'm losing business over this! My customers are requesting I cancel their orders, because PayPal is sending them a total to pay, then the tax amount is updated, and customers are paying the first total, not knowing about the added taxes. I would be upset if this happened to me too. What's being done about this?!
