Why is my Shop Pay Installments payout failing?

I've had the message "Failed Shop Pay Installments payout" on my Admin home screen for months.  When I try to contact support I get a 400 error on my pc or a blank screen on y phone.  Seems like quite a problem

Any chance I can get an assist from shopify?
