Why is PayPal checkout failing for my customers?

My customers are not able to check out with paypal. In the order it says it failed, but paypal is activated in express checkout options in my payment settings. I tried deactivating, re activating and waited the whole day only to see more orders coming through with shop pay after paypal failure. Venmo is also not working and not an option to remove. How can I solve this issue?
