Why isn't Shopify charging shipping for customers outside GTA?

I have set free shipping when reached $50 purchase within GTA, but when customers outside GTA ( Greater Toronto Area) made purchase, shopify is not charing shipping. I wonder what why. Thanks!

Please ensure that you have configured Free shipping rates under the Shipping zone designated for GTA. If not, the Free shipping condition will be applicable everywhere.
