Why isn't the submit issue button working for my return order?

So I’m trying to start the return process for an order which the store is no longer up. It seems to be a scam type store due to the fact that this was a pre-order but when you click the store it says 404 error. So fast forward to me trying to input all the info necessary to start a refund and the submit button at the bottom of the page is un-clickable… seems fishy but can anyone else help me out here??
