Will this order be a chargeback? HELP

I was wondering if this order will be a chargeback or if this order is okay and ready to be fulfilled and shipped? I am also not sure why the transaction went through for $70.14, which is the right amount, and right beneath that it failed a second transaction for $72.99. The total for the order was $70.14 which I already see available in my Shopify Payments Payout account, and also the order payment status shows "Paid" and the order fraud risk is low. Am I good to go?

The decision to weather or not to fulfill the order if solely up to you.  Ask you self this question, if a chargeback do come up, can you eat the cost? If the answer is no, don't fulfill the order and continue focusing on your business.

There is no such orders that are 100% risk free from chargebacks and vice versa and Shopify's risk analysis isn't always the most accurate measure of fraud. However, you can take active steps to reduce your chances of a chargeback, doing simple things like reaching out to the customer (by phone, email, or SMS) or even cross checking the IP and billing and shipping address to see if it's coming from a legitimate source.

With this said, and looking at the screenshot, it looks like the customer simply used a prepaid credit card, highlighted by the "Insufficient funds" error message. Perhaps they had to reload the credit card once again to fill up the balance to the correct amount. It could be a gift from friend. family, or business However, bad-actors are also known to use prepaid credit cards to file a chargebacks so the risk isn't any less then a normal credit card.
