Zip code verification (AVS) and AMEX fails

It seems zip code verification against the user's billing address does not work with AMEX. The check works as expected with Mastercard and Visa numbers. Unclear if this is expected as Shopify provides some disclaimer language "If the bank card provider does not support AVS or CVV check, the card will be authorized and the order will be completed" but I would think Amex would be common enough where this is supported.

Rio here from the Shopify Community team. Thank you for reaching out to us about the issue with zip code verification not working for AMEX cards. 

The zip code entered must match what is on file with their credit card company. That error would indicate that it does not match. 

There is a section in your Fraud Prevention to Disable "Decline charges that fail AVS postal code verification", however, we highly recommend keeping these features. 

The user could check their credit card statement to ensure they are using the billing info on their account.

I am saying we don't receive the error when we should be receiving one.

I have the same issue with PayPal. I am beginning to wonder if it is an AMEX issue.
