A minimum value of position is not 1.

Hi. 

I got some weird response from out customer's product API, which is a minimum value of variants position of product is not 1, but is 43 or 2 or something else.

So, I thought that minimum value of position replaces position 1. Is that true?

Or, Is this a bug?
