international shipping problem

hello IM trying to set up my website for US and Canada. i'm from canada and when i go to checkout the product with shop pay it works fine with canada but when i go to check out with a US address it doesnt work. it says "Shipping not available for selected address". but in my settings I made a North America which includes canada and the US with the same amount for shipping. which is why i dont understand why it doesnt work. 😞 

please help
