Looking for a Solution for Warehousing and Cash on Delivery in Europe

First of all, I would like to thank everyone who takes the time to read and respond to my message.

I own an online jewelry store in Denmark and currently work with an agent in China who handles the shipping of my products. However, he has no idea how to set up a Cash on Delivery (COD) solution in Europe.

Here's what I want to set up:

Store my inventory in a warehouse in Eastern Europe to offer 2-3 day delivery.
Order products in bulk and send them to the warehouse.
Have someone on-site to remove the plastic bags from the jewelry, place them in jewelry boxes with a thank-you card.
Ship orders with the Cash on Delivery (COD) option.
I want to expand my business to Austria, where most customers prefer Cash on Delivery. I have already explored several options:

I have contacted multiple companies, but without success.
Some told me that my company must be registered in Austria.
Others simply said they do not offer COD.
I am looking for a solution and don't know who to turn to. Do you have any recommendations or contacts that could help me set up this logistics process?
