Can customers pre-pay for return shipping on UAE-based online stores?

Hello,

I am in the process of building my shopify store and my developer has just told me there is no inbuilt function in shopify to process a return/exchange and request the customer pays for the return shipping fee. Is this correct?

To put it another way, what I am trying to achieve is to allow return and/or exchange however i would like to request the customer pays a small shipping fee in order to send the courier to collect the item. Is this possible or do i need a plug-in? if so, please can someone recommend a good plug-in.

I am based in the UAE so i understand some options ae limited.
