Can POS have shipping options that are hidden or not available on the website?

Our wholesale site (entire site, not the wholesale funnel) is used by wholesale customers, our wholesale POS is used by our sales people at trade shows and events. Our sales people want to use shipping options in POS that are not available to customers on the website.

The goal is to have lots of shipping options in POS and only one on the website.

Does anyone know if this is possible without installing another over priced app that requires a monthly fee?

I need this too for different reasons. I'm not even sure there's an app that can do it? I would pay for that app if it existed...
