Can you suggest a tier-based loyalty program for small town businesses?

Hi,

So I'm looking for a loyalty program that basically allows me to create tiers and add my clients either manually or automatically to those tiers.  Each tiers would mean a specific discount for specific collections but it would be forever. I'll explain, most loyalty programs rewards points for purchases so people buy back, but since I'm in a small town and people here usually operate like this I would like to have this fix percentage fixed by a tier o list of clients so my employees wouldn't need to do anything manual or ask me the percentage.

I know this is very specific or odd but I would really appreciate the help.

I'm using selly. 

It's not perfect but at least it can do discount based on customer tags.

Does selly really work with Shopify POS? Does it apply the percentage discount automatically in the form of a discount code if a customer has a particular tag?

It works but it is really slow and half the time opens my main shopify home instead of their own website. I mean own website because the “box” or square in shopify pos opens a website which you then click and this is what apply the discount to the client according to the tag you put them.
