Feature Request: Free Shipping (excluding certain products)

I have searched  for an answer to this but there clearly still isn't one, the first request I found was dated 2016, 4 years later and still no update.

I want to offer free shipping over a certain amount, however there are some larger (or heavier) products that cannot be shipped and need prior arrangement for collection. 

I have linked all the previous threads I found requesting the same feature, please make this happen ASAP
