How can I apply a promotional offer to all products in my online store?

So I am trying to drive some business to our store and I want to do some value added promotional buy x get y giveaways. We have more than 800 items in our store and I want to include all of them in qualifying for the offers. All the tutorials I have read online say click all products in the applies to field but our store is not showing that option. Instead I have to manually click every item in my store individually. Is there something in my settings that I have to change? Any advice the community can offer is greatly appreciated. Thank you in advance.
