How can I offer international shipping discounts to customers?

Hello, 

I recently started selling internationally. The prices on our end vary from $15 to $60, but the customer pays the highest amount. Is there any way to provide a shipping discount for the customer which would cover the cheapest option? Or can I only discount my product?
