How to apply cart-wide discounts on exchanges?

We were processing an exchange today and couldn't find an option to put a discount on the entire cart. On particular items, yes, but not on the entire transaction.

Was that never there or did we lose it with https://changelog.shopify.com/posts/discount-display-improvements-for-pos?
