How to cash out low balance gift cards in Maine?

Hello,

We are a Maine based retailer, we have 5 brick and mortar stores and a growing online presence. The state of Maine requires retailers to cash out a gift card if the balance is below $5 at the customers request. I have been playing around with the POS and can't find a way to do this. I can't find a way to over-tender using a gift card so we can issue change. Does anyone know of a simple way to handle this? Any ideas would be appreciated.
